of Hearing on Proposed
Administrative
Regulation
A
public hearing will be conducted at 1:30 p.m., April 10, 2009, in the third
floor conference room, Kansas Insurance Department, 420 S.W. 9th, Topeka,
Kansas, to consider the adoption of a proposed rule and regulation.
The
60-day notice of the public hearing shall constitute a public comment period
for purpose of receiving written public comments on the proposed rule and
regulation. All interested parties may
submit written comments prior to the hearing to John Wine,

K.A.R. 40-7-20a. Agents; continuing education; approval of courses; requirements. This regulation is being amended to describe
the requirements for online courses and make several small clarifying changes.
Currently, providers of continuing education courses for insurance agents do
not have clear guidelines on how to administer online courses. The other
changes provide clarity to the existing regulation and do not make substantive
changes.
The proposed
amendment to K.A.R. 40-720a is not mandated by federal law.
The proposed
amendment will not require any courses to be offered online so there will not
be any economic impact on insurance companies, government agencies, regulated entities, large or small businesses, or the
general public.
The proposed
amendment to K.A.R. 40-7-20a achieves the stated purpose of providing the
method of offering continuing education online by the most effective and least
costly method in accordance with K.S.A. 40-409(d)(i) and therefore no other methods were considered.
